Enable clearance rules that are orientation-agnostic (apply regardless of which attachment is above or below) and optionally allow different minimum clearances depending on the relative position.
Current rules require an upper-attachment → lower-attachment configuration. When two attachments must maintain a clearance but are permitted to be either above or below each other, we must create two mirrored rules. In practice, one of those rules will always trigger, creating false positives.
Examples:
Communication cables can be above or below street lights.
Power-owned fiber can be in various positions relative to other power attachments, but require a minimum distance from the attachment points of the other power attachments.
