From the standpoint of a contractor working with many utilities, it would be useful to be able to create groups of users and configure specific client files to only be distributed to specific groups/users, similar to how SPIDAmin allows assigning/restricting users to specific Companies. This would:

1. Simplify the user experience.

2. Limit confusion with similarly named client files that represent different utilities (AcmeEnery.client, AcmeElectric.client, AEMC.client).

3. Allow pre-release client files to be uploaded and distributed to specific test users.
